The worst I've ever seen was a manager who held a morning meeting, one at the end-of-day[1], and then went to each developer and spent 20 minutes in their cube during the day. He didn't get that we actually needed to work on the code, and he never seemed to have time to get our questions answered or get the resources we needed.

Luckily he only lasted 2 months.
