Vowel-consonant-vowel often elongates the first vowel: bate, gene, line, tone, puma. A second consonant usually breaks the elongation: batter, gentoo, linnet, tonne, pummel. (There are plenty of exceptions.)

It's entirely consistent with the regular rules of spelling and vowel length. Compare taping vs. tapping.

My point isn't that it does not adhere to the rule, but rather that the rule in this case was comparatively less intuitive.
