Possibly because it's a bad idea. You can do it, but it breaks some things which assume removable drives never have multiple partitions.

Also, many removable drives don't have a partition map.



But the same tool would let you create a partition map...


And erase all your data.


This is the behavior it has for non-removable disks. Why would it be different for removable ones?
